Why Pro is not open yet
An annual plan needs recurring value, not an unfinished promise. Waffo will stay disabled until at least cloud sync or rule-change alerts with version history are working and have been tested by people outside the project.
What payment never unlocks
Pro will not provide a more certain legal answer. Every plan sees the same rule scope, assumptions and professional-review warnings.
